Invitations to join HSRIL are open to those organisations with an operational base in the UK. Membership is open to companies, organisations and academic institutions with an interest in rail and infrastructure activities.

There are four levels of membership available:

Membership application: Affiliate – relevant organisation with a significant interest in HSR, but perhaps not from a commercial perspective, e.g. training or research organisation
